Transportation of Youth
TRANSPORTATION:
BP&P 10004 deals with the transportation of Youth to and from Scouting activities.  The opening line basically summarizes the intent of the sections.  ;“Parents are responsible for transportation or arranging for transportation of their children to and from Scouting activities.”  It goes on at length to address on several occasions that Scouts Canada does not assume, under any conditions, any liability whatsoever.  Reference to minimum liabilities is suggested but each individual should govern themselves.

Scouts Canada suggests $1 million liability up to $5 million but that is up to the driver.

TWO DEEP RULE:
The answer is that we require TWO DEEP leadership at all times, including driving to and from an event.  The second person can be a parent.  The is necessary to equally protect the interest of the Youth and the Volunteers.  There are no exceptions to the Two Deep Rule, leaders are governed by it as soon as they sign on the Leader Application form.

EXCEPTION:
Over the years individuals have attempted to rationalize exceptions such as “convoys”, “cars that stay within eye contact”, “convoys that stay within radio (FRS) contact”,  “convoys who are within Cell Phone range”, “side letter agreements with the parents”  etc.  Unfortunately if an individual is relying on Scouts Canada and its insurers there are no exceptions to either the Transportation or Two Deep Rule.  

As Area Commissioner and Area’s Group Commissioner, representatives, we need to be clear with this message in order not to mislead any registered Scouter.  It is sometimes a harsh message but one that needs made clear.
